Public-Private Partnerships in Expanding Water Treatment Infrastructure

According to market research data, close to 3.5 billion people around the world lack proper water for sanitation and more than 2.3 billion do not have safe drinking water. This is the reason why it has become extremely important for governments across the world to take the necessary steps to achieve sustainable development. When it comes to a developing country like India, rapid urbanisation and industrialisation, followed by increased climate stress has necessitated the construction of advanced systems for water treatment. 

Over the past few years, we have witnessed partnerships being struck between many reputed waste water treatment companies in India and the government authorities. These partnerships ensure the flow of capital in the right manner that would have been problematic if handled only by the government departments. Through this blog, we will try to explore how public-private partnerships are helping build an advanced water treatment infrastructure in India. 

Strategic Importance

Let us take the examples of some of the coastal regions of the country, like Chennai, Mumbai, and others, that are facing rapid depletion of groundwater. There is high salinity in the local water sources that make it difficult for the population to fulfil fresh water needs. In situations like these, establishing public-private partnerships for the development and maintenance of a water desalination plant in India is of extreme importance. The long-term contractual framework of these collaborations is of strategic importance and ensures a smooth flow of operations.

There are a number of hybrid PPP models that have gained attention in India, and the Hybrid Annuity Model or HAM is one of them. It has been of significant use in terms of river cleaning and the projects that involve sewage treatment. The public sector departments are able to retain the ownership of these projects and also benefit the private partners in the process.

We have witnessed the emergence of various advanced technologies and processes in terms of water and wastewater treatment in India. Many of the reputed waste water treatment companies in India are currently using advanced digital and monitoring technologies that have significantly strengthened the treatment infrastructure in India.
